近日,西藏“流亡政府”, 或称藏人行政中央(Central Tibetan Administration-CTA)的代表与著名人民议会议员丹巴雅培在会议中谈到西藏统一的必要性。丹巴雅培勇敢的提出了一项被西藏当局搁置了超过20年的课题——多杰雄登的不合理禁令。如今,这项禁令已让原本就脆弱的西藏团结运动雪上加霜。看见一位人民议会议员自信的诉说着流亡藏民的现实,是一件非常欣喜的事。丹巴雅培的出发点是让西藏向更美好的未来前进,而不是让足以摧毁西藏政体与和谐的分离政策阻碍这项进程。

在流亡印度以前,西藏人自古以来就会有自我划分为不同派系的倾向。这些派系会根据地域,宗教派别,及历史争端来划分。如今,政治取向也让西藏人分化成不同的阵营。其中一个阵营为推动西藏独立运动的“藏独”(rangzen)联盟;而另一边厢则是被称为“中间道路”(umaylam)的政治运动。其宗旨在于以建立一个以达赖喇嘛为领袖的中国西藏自治区。藏人也曾经历趋向不同精神领袖而导致的分化,例如“双胞大宝法王”事件及极具摧毁性的多杰雄登争议。这些事件并不只是印度境内藏民的“本土事件”,因其事件所引发的仇恨已传播至西藏自治区,甚至已传遍世界。这些事件已让藏人行政中央领导层蒙羞,同时,也不是丹巴雅培所愿意见到的。

丹巴雅培在刻不容缓之时发表声明。流亡藏人在藏人行政中央的管理下,因种种因素,彼此已变得逐渐疏离。箇中原因包括:从流亡藏人面对失业问题,乃至于多杰雄登修持者者所需面对的歧视。再者,流亡藏人在藏人行政中央的管理下,无法看见清晰的未来。于此同时,随着中国的崛起,藏人所获得的国际援助也大幅度减少。不过,这也让许多自由社会的人们看清藏人行政中央政策的不公平与不民主之处。

丹巴雅培在最近的一场人民议会会议中说到,其中一项最不民主,且破坏西藏团结的政策就是多杰雄登纷争。2019年3月21日,丹巴雅培公开反对那些根据人们信仰,而抱持持续性歧视态度的相关单位。他说从前当达赖喇嘛在世界各国演讲时,即便达赖喇嘛当天并没有谈论多杰雄登的内容,人们会对达赖喇嘛向多杰雄登所颁布的禁令表示抗议。丹巴雅培重申,这意味着,有关抗议活动已对神圣的达赖喇嘛及藏人行政中央的形象与名誉,带来负面影响。随后,丹巴雅培邀请了西藏人民议会的代表来检验,究竟禁令会不会为藏人带来任何收益,及询问他们对于有关禁令如何阻碍西藏统一的进程。

有人提出了关于多杰雄登的课题。我想对此发表我个人的看法。

所有“朵杰巴”(多杰雄登修持者)已连续四年向达赖喇嘛表示抗议。他们总会出现在达赖喇嘛弘法的地点举行示威活动,即便尊贵的达赖喇嘛并没有在他的弘法内容里提及朵杰。

我认为在我们的社会里不应存在任何形式的歧视,尤其是对于修行方式的歧视,毕竟其弊大于利。当我们在谈论这些课题时,此举已经为我们的社会造成伤害了。在朵杰的课题上,无论达赖喇嘛到哪里弘法,他们总跟着他,到他弘法的地点抗议。所以,不谈论这些课题方为上策。

其实,说起朵杰,我并没有与他们联系。我重申,我并没有与他们在私下或公开层面有任何的联系。

我们必须团结一致,而不是相互排挤。无论是在这个课题上,我们经历过伤害或得到任何好处,我们都不应该再谈论这个课题。

* 朵杰 – 藏人行政中央及其支持者对多杰雄登的贬义称谓。“朵杰”这个词的意思为“朵”这个地方的鬼王。这个称谓佐证了藏人行政中央对多杰雄登的无根据指控——指控多杰雄登为邪灵,而非出世间护法。“朵杰巴”就是藏人行政中央对于多杰雄登信众的戏谑称呼。

 

身为人民议会议员,丹巴雅培的意见是极具重要意义的,因为争端追根究底,还是源自藏人行政中央领导层。就算到了今天,藏人行政中央官方网站依旧保留着其领导层呼吁所有藏人边缘化多杰雄登信众的讯息种种歧视性的做法包括,禁止多杰雄登修持者参加由达赖喇嘛主持的任何世俗聚会。他们被禁止进入西藏流亡政府境内的任何医院,或担任西藏流亡政府公职人员。一旦多杰雄登修持者踏入藏人聚居地,他们连到商店购买一瓶牛奶的权力都没有。

藏人行政中央领导层对这种种的隔离措施是知情的,而更甚者,这些隔离措施是他们颁布的。因此,既然他们是争端的源头,若想见到任何改变,藏人行政中央领导层的决议是关键性的。几位西藏领袖谈论到团结藏民的必要性,但在这些谈话在付诸实际行动前,无异于纸上谈兵。以上所述实际行动的例子包括:移除藏人行政中央官方网站上,有关“反多杰雄登”的讯息。只有在采取上述消除歧视的行动后,藏人行政中央才谈得上“团结全民”。因为这足以显示,藏人行政中央是认真的在消除一切存在于藏人社会中的分离主义。

我们必须认清的是,丹巴雅培唯一的志向就是为西藏人民谋取福祉。他发表声明自己绝对没有参与任何多杰雄登信仰团体,或与他们有任何联系。这很显然的可以总结为,他不是为了自己的利益而出发。反对多杰雄登禁令,不会为他带来任何好处。他是以一个爱国者的角度来看待藏民团结的。他正正是为了西藏传统文化的延续,而在所不惜的做了该做的事。藏人时常谈到保存他们文化的重要性,但是,如果这个民族不能真正团结与专注,保存藏文化将无从谈起。

在这个课题上,丹巴雅培绝对是一把孤独且进取的声音。除去少数例子,会对危害西藏团结的政策提出反对声音的人民议会议员实在不多。这不禁让西藏流亡政府管辖下的民众猜测,究竟他们的领袖是在实现自己的个人议程,还是为了全民的福祉而奋斗。当然,为了维持现有的“稳定”,那些拥有个人议程的议员当然不会对破坏藏民团结的议案有任何意见。因为他们可不想被扣上“反对建设”,“反对达赖”或“反藏”的帽子,从而失去他们那有利可图的议员职位。对这些人来说,满足个人的目标与野心,往往比足以保存藏文化及传统精神的藏民团结来得重要。所以显而易见的是,丹巴雅培的声明透露出对藏民未来的关爱,与藏人行政中央对多杰雄登信众所实施的种种政策,成鲜明对比。

丹巴雅培对于乃琼护法的评论是非常大胆的。这是因为达赖喇嘛做出重要决定时,都会寻求乃琼护法的神谕,而丹巴雅培的论断往往被解读为批评达赖的此项做法。有鉴于此,他在社交媒体及线下被大肆抨击为“反达赖阵营”的支持者。以至于有人为此举行示威,要他接受弹劾。正因为丹巴雅培的意见而遭至的种种抨击,正反映了西藏流亡政府领导层思想的落伍。同时,在世界各国政府所表现出的务实与现代化,对比出藏人行政中央在处理世界课题时,多么的措手不及。

乃琼护法是在偶然间劝谏西藏流亡政府领导层禁止多杰雄登法门的。他断言这项法门是导致西藏政府覆灭的原因。但是尽管多杰雄登的禁令已历时20年,流亡藏人始终并未与中国大陆当局的谈判取得任何进展。反之,他们正面临失去全球支援的历史倒车。于是,丹巴雅培认为,接纳多杰雄登修持者的建议是非常合乎逻辑的。且不论藏人如何看待多杰雄登法门,更重要的是,藏人行政中央需看清眼前的局势,以及明白只有通过促进藏人团结,才能确保西藏流亡政府的前程。而不是一味迷信的归咎于一尊神祗。这位勇敢的议会议员证明了自己并不会被现状打败,因为他清楚知道他正在做的这件事是正确的。

我们全力支持议会议员丹巴雅培的声明——人们不应该因为他们的信仰而遭受歧视。任何民主国家都不会因为人民的肤色及精神信仰,而让他们遭受歧视。这并不是一项出类拔萃的理念,相反的,只要是一个宣称自己实行民主的政体,都应该有这项基本理念。事实上,也不需要一位议会议员来劝阻其政府在已经紧张的局势上火上浇油。任何形式的歧视就应该在开始时就遭到扼杀。藏人已见证了多杰雄登禁令的破坏力,不只为多杰雄登修持者带来影响,同时更全面性的影响着整个藏族社区。就算人们没有受过专业训练或特别训练,他们也可以了解丹巴雅培所表达的内容。藏人可以自己权衡及见证,多少人因为多杰雄登禁令而牺牲了。

西藏流亡政府领导层对整个藏人社区所带来的破坏已经逐渐明朗化。对于越来越多人作出同样的结论,这是非常鼓舞人心的。比如达赖喇嘛的亲信——阿嘉仁波切也在最近也表示藏人相互团结的重要性。在现今这个充满挑战的时代,随着美国国力的衰退,及中国崛起所带来的新世界秩序,藏人需灵活及更具凝聚力,以便更完善的保护自身的民族个性与习俗。在任何形式里,团结只会对藏族有百利而无一害。对我们许多人来说,丹巴雅培是一位受到全球各地人们敬仰,真正开明的西藏英雄。这是因为,他不亢不卑的为藏族社会的美好明天而发声。多杰雄登到底是神是鬼都不足以成为一项课题。一位藏人拜神或拜鬼会令他有什么不同呢?他们依然是值得被尊重的西藏人,同时也和其他西藏人一样拥有同等的话语权。我们该谈论的是拥有自由和民主,且能在不受歧视的情况下,按照自己的意愿去信仰任何宗教。这才是重点。

我与许多藏人衷心的希望,尊贵且充满智慧与慈悲的达赖喇嘛愿意与多杰雄登修持者见面。这是因为他们也是达赖喇嘛的子民。他们希望重修一段暌违了20年的君民(师徒)关系。我衷心的希望西藏流亡政府领导可以让因为这个禁令,而各散东西的道场,重新团结,让因为这个禁令而分崩离析的家庭与社区重归于好。西藏流亡政府人民议会应邀请多杰雄登信众到达兰萨拉举行会谈。他们应开始进行和解与重建关系的进程。他们应告诉大家,我们是平等的,我们是友善的,即使我们来自不同的派系,我们都是西藏人。我希望西藏流亡政府领导移除存在于他们宪法中的隔离条例,因为这是一项完全不民主的条例。

这一切浮上国际平台后,我希望西藏领袖们最终明白,无论他们来自哪一个宗派,或哪一个社会阶级,为了拯救他们的文化及习俗,他们必须团结一致。我希望西藏流亡政府领导层,最终会终止针对多杰雄登信众的隔离政策,并且邀请他们,与其他曾经遭受歧视的民众,共同建立我们的民族,我们的社区。身为富有责任感的领导人,西藏流亡政府领导层需踏出第一步,开始向世界各地,各散东西的多杰雄登信众表示慰问,并开始重建关系,向团结的目标迈进。

表现得好像没宗教文化部寺庙就走不下去也不好,寺院都是名符其实也能自立。宗教文化部要照顾的是所有人,不应有偏颇。

宗教文化部从一开始规划时,就应该考虑到这是不是大家都能共同参予实践,而不应规划了之后抱怨谁谁没做。就像备餐请客,如果做的是油腻的,除了喜欢油腻的人会来,不喜油腻的人自然不会来。

再谈这件事没有利益,要考虑这件事到底有利还有弊,我认为没有利益。我也没当他是神依止过,就算他是鬼也没见过。

我们不能因为周遭没有就因此批评他们坏。团结很重要,他们也是我们中的一部份,老是讲自己多有能力可以对他们怎么样是没有利益的。

近来谈这问题并不好,宗教文化部不是个别教派的团体,是公众的。如果对方(多杰雄登信众)走错路,也应该以慈悲心劝导,设法让他们回头。

    Tsem Rinpoce never forgets the kindness people have given to him no matter big or small. Anila Thupten Chonyid was very kind to sponsor Tsem Rinpoche when he was in India. The little amount had made a big difference to Rinpoche.

    Without the sponsorship from Anila Thupten Chonyid, it would have been very hard for Rinpoche to continue his study in the monastery. Anila was very generous and her little act had brought so much benefit to so many people because she had enabled a great lama to spread Dharma.

    When we said money had to be well spent, I think money spent to support Dharma work is very well spent. When we give food, we help to solve the problem of the person for the day. When we give Dharma, it will help the person not only this life but in his/her future lives and the Dharma helps to release people from suffering.

    Life isn’t easy on the streets… You’re always hungry, your body is exposed to the harsh outdoor conditions, you’re embarrassed and people can easily take advantage of you.

    John Byrne is a 37 year-old man from Ireland. He has been homeless since age 14 and begs for change alongside his rabbit, Barney and dog, Roxy. Whatever he “earns”, he uses it to buy food for the 3 of them. How kind…

    At the end of last year, John was begging on Dublin’s O’Connell Bridge. An 18 year-old street bully came up to him and snatched Barney out of John’s arms and threw him over the bridge and into River Liffey. River Liffey runs through the center of Dublin and is ice cold during winter. John thought that Barney died due to the impact and water temperature, but when he looked over, he saw Barney swimming in circles. He immediately jumped over the bridge and swam to save his rabbit!

    There’s always a lot of news published about how people would torment animals, abuse them and even intentionally throwing them into the river like in John’s case…

    If we believe that animals were created by someone for men, it would follow that men were also created for animals since s…ome animals do eat human flesh.

    Animals are said to be conscious only of the present. They live with no concern for the past or future. Likewise, little children seem to have no notion of the future. They also live in the present until their faculties of memory and imagination are developed.

    Men possesses the faculty of reasoning. The gap between man and animal widens only to the extent that man develops his reasoning faculty and acts accordingly. Buddhists accept that animals not only possesses instinctive power but also, to a lesser degree, thinking power.

    In some respects, animals are superior to men. Dogs have a keener sense of hearing; insects have a keener sense of smell; hawks are speedier; eagles can see a greater distance. Undoubtedly, men are wiser; but men have so much to learn from the ants and bees. Much of the animal is still in us. But we also have much more: we have the potential of spiritual development.

    Buddhism cannot accept that animals were created by someone for men; if animals were created for men then it could follow that men were also created for animals since there are some animals which eat human flesh.

    Thousands of Californian hens have escaped being gassed after an anonymous donor provided $50,000 for some of them to be flown across the US on a charter flight to a happy retirement on the east coast.
    The hens, who have reached the end of their egg-laying life, were due to be killed – a common practice in the US.

    But after an approach from the Animal Place sanctuary in northern California, 3,000 of them will enjoy a comfortable retirement instead. Thanks to an unnamed benefactor, 1,150 of them will be flown to New York to be distributed to sanctuaries in the eastern US.

    Great news …. a new Tibetan Buddhist center was established in Hainan Tibetan Autonomous Prefecture, Qinghai Province. It has proof that China has accepted Tibetan Buddhism and has open its doors to other religion as well. Chinese authority has established the monastery following the advice and proposal of H.H.The 10th Panchen Lama . Well Tibetan Buddhism is fast spreading to the other parts of China. China has invested in Tibetan Buddhist monasteries to produce next younger generation of religious leaders teaching Buddhist classics and political theories. In recent years, the growing investment and government efforts into educational resources mainly in Tibetan areas of the province have increased dramatically.

Inspiring ,selflessness,compassionate, kindness,loving, courage lady with strong determination that’s won the hearts of many.

The Known and unknown are both feared,
Known is being comfortable and stagnant,
The unknown may be growth and opportunities,
One shall never know if one fears the unknown more than the known.
Who says the unknown would be worse than the known?
But then again, the unknown is sometimes worse than the known. In the end nothing is known unless we endeavour,
So go pursue all the way with the unknown,
because all unknown with familiarity becomes the known.

My Dharma boy (left) and Oser girl loves to laze around on the veranda in the mornings. They enjoy all the trees, grass and relaxing under the hot sun. Sunbathing is a favorite daily activity. I care about these two doggies of mine very much and I enjoy seeing them happy. They are with me always. Tsem Rinpoche
